It also notes that a U.S. Embassy assessment found that one-third of civilian ministries surveyed had problems with "ghost employees" -- people on the payroll who never come to work.With all the improved security there, why isn't the country running normally now? As I asked earlier, does it even matter anymore if the surge works or not militarily? Can we actually repair Iraq from its sectarian strife, corruption and malfeasance? We can't even fix that on our own end, so how in the hell will we fix it over there?
